Google Colab
Google Colab is a free Google service that runs Jupyter notebooks in your browser, with nothing to install. pandas and Altair come already installed.
Sign in with a Google account at colab.research.google.com and create a notebook. Your code runs on Google's computers, so it works on a laptop that blocks installs too.
Each notebook gets its own runtime, Colab's word for the kernel. Files a notebook writes live in that runtime, so a notebook that needs a CSV creates or uploads it itself.
